The California Youth Empowerment Network (CAYEN) was formed in 2006 to develop, educate, and strengthen the voices of Transition Age Youth (TAY; youth ages 15-26) 
to shape local and statewide public policy.
We believe that TAY’s lived experiences and expertise as youth and young adults give them a credible, passionate and true voice to the challenges and successes of the TAY population. CAYEN equips TAY with support, training, and skills to bring their voices to policy and program discussions. CAYEN is a youth-led program of Mental Health America of California (MHAC).
Resources To Help You Implement AB 2711
AB 2711 (Ramos) advances a progressive approach to youth substance use in schools by prioritizing community-based interventions over disciplinary measures such as suspension or expulsion.
Now that AB 2711 is law, we want to support implementation! In collaboration with the the California Youth Empowerment Network, the California Academy of Child and Adolescent Psychiatry, and Children Now, the California Alliance of Youth and Family Services have created two new resources:
- Implementation Guide: Practical tips and best practices to help schools adopt a public health framework. https://shorturl.at/6unWp 
- Know Your Rights for Youth: A quick-reference tool empowering youth with information about their rights under AB 2711. https://shorturl.at/QR6dT 
These tools will help ensure every youth has access to the support they need to stay connected to their education and their community.
